how to create a surface with loft command with diffrent UCS's ?

im a autocad begginer and this is my first project (architecture student)

im trying to make the Kilden kristiansand project in norway.
theres a "wavey" surface that im trying to do, and its going thru the structure around 45 degrees angle
the bottom of this surface is made of arc's benith the ground and on the ground, everytime i need to change the UCS while drawing the polyline


i will appriciate any help (file attached)

are you using 3d poly line or poly line? normal poly line only works on one ucs at a time.

every time you need to change the USS while drawing the poly line what happens?
