I have a plan with several simple rectangular rooms, no odd shapes. All but one of the rooms accept the center of the room as the tag location. However, one of them will only allow the tag placed outside the room. If I drag the tag into the room I get question marks and a warning "tag is outside room enable leader". If I take the option "move to room" it moves it outside the room. The room is large enough to contain the tag. If I enable the leader, I can place it in the center, but it looks bad.

The properties of the room itself without the tag look correct. What am I doing wrong?

This sounds like the issue lies with the Tag Family - if the Family's origin lies outside the Room's boundary, you'll get this message. When you select the Room Tag, is the 'Move' grip within the Room?

The room tag was made by a joint venture partner and we have to use it to coordinate graphics. I noticed that if I move the "X" that marks the room to the very edge of the space, the tag sometimes works.

The 'X' in the room defines the 'origin' of the room and that is where Revit will put the tag origin by default. When you initially place a room that point will be in the x,y center of the room extents.
I'd open your tag family and see where the two ref planes that define the origin are. If they are far away from the tag graphics that might be the cause of your issue

Yes, this is also a pesky issue with tags with lots of visibility options, which can make the tag 'footprint' quite large, even if only portions of data are being shown. The leaders, also, react to the 'snap points' on four sides of the greatest extents of the tag, rather than adjusting to what is selected as visible.

Bingo! That must be the problem. This tag has visibility options for area, name, number and differing combinations of lines. Oh, did I mention the arrowhead options?.......and the built-in leader option?

Looks like I need to edit it

Why do people do that?
Seriously, why have one Tag with a bunch of options (and I presume, Types)
Why not just have several different Tag Families?
Is there some advantage having Types?
We've got about a dozen different Room Tags. Each with only one Type.

Is there a way or a workaround that would allow the room number to be moved from directly under the room name in an instance scenario?
