Summary: to be able to change the Mtext colour to by layer from by colour via the properties box

Description: When the colour of a piece of Mtext has been set to by colour rather than by layer to
be able to change this via the properties box instead of having to open each bit of mtext in the texr editor window.

Useful when you need to change layer colours. Faster if you could do this the same as changing a line colour.

A single piece of Mtext can contain characters in different colours so it probably makes no sense to offer the ability to change the colour of the entire object.
It's a user education problem rather than a technical problem.

Setbylayer command doesn't reset the internal over-rides. But -- StripMtext lisp routine works a treat.
