Standardize section maker location and gap

Is there any way to get all my section markers on all my plans to be positioned correctly with the same gap? Not only that, but why would a section marker seem to move after I've gone through and set it up correctly on all the plans? What changes to the section cause it to adjust on the plans?

I'm sending out a DD set today and after printing a PDF to visually check, I discovered a bunk of section markers are messed up again! What causes this behavior and how can we avoid it?
