Do you need to load shared parameters files and import/export setting with every session of Revit? Is there a way to get them to stick?

Not if the parameters are loaded into your tempalates/familes. The family will pull in the correct parameter as the family is loaded.
I wish the shared parameters file could be done away with (although I understand the reason they have it.) Or at least reduce the dependance on it. The ADT XML file of properties (kinda like a shared parameters file) is a much more complete list of what needs to be built into the base RVT file.

Different program - ADT. ADT uses XML behind the scenes to manage a project with its *.prj files. Nasty animal, but I like the list of data they have. Very complete.
