How to make station label inserstion point at tic crosshairs?

Has anyone come up with a way to resolve why the insertion point of the station label is not at the crosshairs of the "tic" of for an example label "0+000" ? It was this way previous in Land Desktop 2007.

Yes. Create a label, or adjust an existing one, to do what you want. You will likely need 3 components, with the station symbol anchored to the feature and middlecenter.
