How would you setup dimensions to offset a certain distance away from an object?

Without some kind of customization (AutoLISP / VBA / etc) or just simply inputting co-ordinate, direct distance input you can't (as far as I am aware).

You can set the offset for the extension lines to be a certain distance from the dimension point. But the dimension line is usually set 'freehand', but will still follow osnaps.
