I think this is a bug.
When I duplicate a view and rename to an existing view, revit prompts me to enter a unique name. However, If i just change the case of the view name, Revit accepts this. I see this as a bug. Has this been addressed in 6.0?

For example if I have a view named "First Floor" if i add another view and call it "first floor" revit accepts it.

Not really a bug, view names are case sensative. You can also have "First Floor" and "First Floor" (two spaces between "First" and "Floor" in the second quote). I'll use this method if setting up multiple sheets with different sheet sizes.

It seems to me that view names should NOT be case sensative. I understand your point though about having two spaces because that is a different character count. Maybe I'm being too picky but It seems logical within Revit's design for view names to NOT be case sensative. Family Names are not case sensative. Maybe it's not a bug, but it's seems inconsistent.
