If you try to restore a backup of your local file, I noticed that it only has choices at the same time I saved to central with the exception of one version. Is there a way to set a standard time increment that Revit creates backups of your local file?

Yes, in Windows 7 ( not Windows 8! ). You can enable Shadow Copies, and Windows will automatically make backups in the background.
So, if you need to go back to an older version of a local file, go to Properties>Previous Versions and Open the one you want to go back to.
You can copy/paste from the old into a later version. We have found this very useful when a local file becomes "incompatible with Central". In this case a local user may have made changes
but cannot Synch to Central. Going back to a Shadow copy and copy/pasting into a current local can save time re-doing work.

That's great! Sorry for my ignorance, but how exactly do you enable shadow copies?
