department color fill appears in wire frame only

I'm laying out departments using color fill and design options. The color fill shows in wire frame, but not in hidden line. What could control that?

BTW, the color fill legend shows department color in hidden line and wire frame!

do you have a floor at or above the level? Or, is your room offset from the level?

Found it. Color fill was set to background, and the room interior fill was covering it.
