Auto Generate 3D from 2D floor plan

Please forgive the question if it is most obvious; Can Revit Architecture Auto Generate 3D from 2D floor plan? Is there a lisp routine or add on that will do this limited user input?

Revit doesn't support Lisp routines.

You draw in 3D from the get go.

If you mean you have a 2D CAD plan and want to create 3D, then you'll need to trace an imported CAD plan using Revit walls, doors etc.
