Extensions Menu missing - Windows 8

I am working on installing new Design Suite for Cad and Revit and I am on subscription for these as well. I down loaded the extensions for Revit and the menu is not there. I have looked at previous post in regards to this happening with other users. I can not find the revit.ini file to check if there is an issue with that, I have found the REX file though. I am using Windows 8 which seems to be different than previous windows. So if any one can help with the extension issues that would be great.

This is just an FYI,
I downloaded the Q3 Update - Multiple Languages (exe - 54417Kb) this is not the file to down load for the extensions menu.
You want this file:
Multiple Languages (exe - 434377Kb). Maybe some of already knew this and maybe some of you don't.
