I have a dwg site plan linked to my project. I need to export the sheet with the site plan to autocad. Is there any way to turn the live link into an import without re-importing the dwg (similar to the bind option for xref's in autocad) ?

Go ahead & export it as is (with the linked .dwg) The linked dwg will come out (as a separate block) .

whenever I try to export it with the linked drawing it just thinks about it unitll the program is not responding and needs to be closed out. Should I expect the process to take a lot longer with a linked file, and just wait (10-15min)?

Yes, Revit is 'thinking'. Give it more time and see what happens. Same thing when you plot raster elevations with shadows, it just takes a while to complete.
