I am in the process of creating a set of documents on a very large project in another country. Some members of the team are fluent in both languages, but for most of the team, it will be necessary to be able to prepare the documents in English and then have some members of the team translate the documents. I have a few thoughts. One would be to use keynotes and have two keynote files, one in English and another in Chinese. By substituting the keynote file, all of the notes would be translated. It would be great with this method if there were an easy way to maintain a spread sheet with both the Chinese and English and then export txt files of English and Chinese separately. This would help to keep the two files parallel. Another thought was to see if there was a way of developing a generic annotation that has a property for an English note and Chinese note. with this method, it may be possible to schedule all of the English notes and Chinese notes. But of course, this would not actually associate the notes with any phycical objects in model.

Any advice would be appreciated.

Aaron Maller had a lengthy blog post about this very topic a couple years ago. Not sure if is exactly what you are looking for.
