All of my section cuts / levels have turned from blue to orange. help?

It only happened in one project, but all of my "live linked" annotation that is typically blue, now appears as orange and I have no idea how to turn it back. Also when I hover over any text / dimensions, that turns from black to orange while the mouse is over. I've heard that the Poche material controls the color of the Section cut, but when i checked, it was still set to blue (0,0,255)

Could it be the phase filter?
