I think I know the answer to this as I've been looking now for what feels like forever, but here goes:

Is there any way to make a railing with a variable-width balluster that can be used for the excess end fill of a railing? Our firm often uses a railing that has posts at 3-4' on center with 2"x2" wire mesh material that fills in between the posts. The typical mesh spacings are no problem, we have a baluster panel family that works well. But the leftover balluster spacings are killing me, I cannot find a way to fill these in correctly. The only solution is to make duplicate railing type for every different stair and define a new length of the baluster panel for the ends.

Here's what we want it to look like. This railing has some serious work-arounds to get the final result.

You have it right. The Railing doesnt have the ability to "read" the missing length and filling it unfortunately.

Thanks for the response. I had a feeling there was no way to do this, but good to get some verification.

I personally add a "manual" panel, i dont bother with different types.
