I frequently use the DIMROTATED command. How can I add this command to the dimension panel so that I can click on an icon, like dimlinear etc.

Browse the AutoCAD CUI Menus forums. It's under AutoCAD Support same as AutoCAD General. Check the Customization Guide in AutoCAD Help as well. Once you feel comfortable to edit the CUI copy it into a backup folder, then create a new profile in Options and a new workspace before editing just in case. A custom CUI can make doing tasks eaiser, but you don't want to make any mistakes so always make a backups before editing anything.
