I am trying to include a reference dimension over a dowel pin but have had no luck. How do I sketch the circle to represent the dowel tangent to two surfaces and then dimension from the top of the pin to an angled surface?

I am not totally following what you are asking...
Can you sketch something up and post it?

Hope the attached sketch clarifies. Tool makers often need a reference dimension over a specified gage pin diameter to an angle to make it easier for them to manufacture parts.
After making my .ipt how do I add the reference circle to represent the pin and then dimension over the pin to the angle in the .idw?
I had success at making an assembly containing the pin and the part but this seems like a lot of extra work for something that is very easily done in AutoCAD.

I have attached a Word Document that I think will outline what it is you want to do.
Let me know if it helps!
