I need ATTEXT help

I have been trying to extract attribute information on my Borders that are blocks in Autocad2000 (yes I know....old!). Here is my extractin file...

Have you reviewed the information available from the AutoCAD Online Help file [F1] -

Contents tab -> AutoCAD Help -> User's Guide -> Create and Modify Objects -> Draw Geometric Objects -> Create and Insert Symbols (Blocks) -> Attach Data to Blocks (Block Attributes) -> Extract Block Attribute Data (Advanced)
