Layer control in express viewer

When I publish a map set to the intra-net and others view the drawing using express viewer there is an option for layers but there is nothing to choose. What button do I need to check before creating these drawing that will let the layers be turned on or off with express viewer?

In the page setup dialog for the dwf.pc3 is a check box you need to check. Also in the map options (not acad options) there is an option to include map objects in a dwf FYI.
