How is the location of a railing path adjusted?

What dictates the elevation of a railing path? I'm drawing a railing on an upper level floor where it's open to below, and the railing comes in on the next level down, which is the bottom of the 14" floor.
I see no properties that relate to the insertion height of the railing?? How do I moveit up?

This is available under the properties of the railing (see attached image). These is a parameter for Base Level. Use that to modify your railing.
