Placement Height not working in Electrical Outlet family

I have an outlet family which is working well in all ways but one:

I have an instance parameter called Mounting Height which dimensions from the ref level to the centerline of the outlet in 3d/elevation. However, when I insert it on a wall, at elevation 0'-0" above the floor, the resulting dimension from the floor to the centerline of the outlet is not equal to the value of the mounting height parameter. What am I doing wrong here?

I think the problem is that there is already a system parameter called "elevation" present in the outlet family that controls the mounting height by instance. Adding another seems to intefere with the system one. We just use the "elevation" provided by Revit in out outlet families.
