Keynotes not staying in place issue

Has anyone come across a way to stop keynotes from moving left/right or up/down as the object they relate to moves? Its very frustrating to constantly have to check details and sections for keynote misalignment's.

(In attached example) I moved a disappearing stair about 2" south and went to check the section and the keynote has moved with it. the keynote was also pinned, yet it moved. As a company standard we like to keep these keynotes relating back to our spec, completely aligned.

Any thoughts?

The only way around it we've tried are
A) create a dummy invisible detail component to keynote everything to
and
B) tag everything to an object that won't be deleted or moved

I would not go down path "A" or "B". It just doesn't work, someone will accidentally select/delete/move your object. Some things in our business just require a visual check/eyes on document. This is one instance. I'd rather have the information correct (and needs a graphic tweak) as opposed to completely missing or wrong.
