Underlay displaying wrong level

Hello All,

I have been asked to help resolve why an underlay is displaying the wrong level. The attached image is of a basement level, and they clearly have the first floor set as the underlay. Problem is, they are seeing the second level and not the first. I have tried researching how underlays are controlled.

I don't have access to this model, and haven't poked around in it myself. So if anyone has an idea as to what is happening, please respond.

Three questions.

1. Is there a plan region in the drawing?
2. What is the view range set to?
3. What is the object elevation? Is it close to Level 2 or Level 1 or in between?

Is it possible that the levels are mis-named? Someone may have all the 2nd floor stuff drawn on the level named "FIRST FLOOR".

I know that the cut plane is set to 4'-0" above the basement level.
