Curblines to Feature Lines to Surface Projection

I have included a screen shot of my problem. I turn my curblines into featurelines, then I use the project to surface command to the surface shown. I cannot figure why the radii are "fixed" to the zero elevation? Is there something I am missing?

Have not seen that, but as a fix, try the Flatten Grade tool in the feature line elevation editor, select the vertices that are bad, plus the adjacent vertices, and set it to Constant Slope
