All I want to do is have an arrow with text... Revit does not do this?

Another way is to create a symbol family that has no visible geometry. When you place it it can be assigned one or many leaders. Just make sure you do set a leader otherwise it will be hard to find.
In Revit the assumption has been that leaders are related to a task, like tagging or placing a note so the leader concept is tied to them. If you just need an arrow for some other reason you can create detail components to provide such a thing too. The break line family in the detail component library 01- General is an example of using lines and a filled region to provide a common drafting technique.

Type a period for text. I'll bet no one will ever notice that tiny little dot on the sheet.

Or use a text type with the font set to 1/256" tall.
My preference is the Blank Leader symbol family, though.
