Sometimes we need to copy work from a 1/8 scale plan to 1/4 scale plan on another sheet. when we do this the dynamic blocks seem to revert back to their original form. any suggestions

Original Form? Do you mean these reset to their native state? Say a 3'0 door becomes a 2'0 door since this is how the DynBlk is created.
How are you Copying from one to the other?
Copy W/ Basepoint / Paste worked fine here and did not Reset the Dynblk. This was in a new Blank drawing so a previous definition was not there.
Copy/Paste was the same result. DynBlk stayed in the configuration that is previously was.

yes we use copy w/base point, this seems to happens after we a midway thru a project or we have gone back to another job to grab a detail in another job that has the dynamic blocks in them.

Are these Blocks Annotative since you are moving from one scale to another?
And why are you drawing to "scale"? Is your drawing not in Modelspace at 1:1?

Yes, please reply with more information.

Possible explanations:
You're "exploding" the block when pasting (and so it's in it's "native" form)?
The block defintion (name) already exists in the drawing you're pasting into, and so it takes on those properties (dynamic or not)?

Please let us know if it's any of the above issues or something else.

Maybe explain in detail your process.

I have one block that is annotated but nobody seems to want to use it. most of the blocks are for duct work and some us vis states. also the with the anonymous name that cad assigns the blocks when we pick the vis state, it makes block replace useless (some like to use this function over picking)
