As i can see, you can't change height of the avatar from witin Navisworks. The only way to do that is to edit avatar file itself. It should be in the next folder:
C:\Program Files\Autodesk\Navisworks Manage 2014\avatars

I have been able to change the size of my avatar. In the collision settings, there are controls for height and radius. Enable "3rd person" and you should be able to see the change after you adjust the numbers and hit "OK."

Hey RevitNinja!
Thx for the answer. You are right and i was wrong. Changing Hight and Radius you can change scale of the avatar in two independent directions.

When you say " my avatar is very small than the model." the question needs to be asked are you sure the units are right in the model you are working with. This is easily changed and often assumed as correct but would account for a incorrect avatar.

I'm using R2D2. I can send him to you if you like. You need to manually adjust to his height to 3 feet though :)

Please! Although we have to a little careful - LucasArts gets their undies in a bunch over such minor things as the word "droid". And they don't mess around.
