3D model town planning

To make a 3D town planning model, is it possible to connect automatically volumes to a topographic surface ?

I don't think you can do exactly what you want, but you could use a building pad to make a flat raised or lowered surface to place the building masses on.

Are you looking for volumes of buildings or of the topography? A little more clarity to your question would help.
You can link building files into your site model if you want, but I'm not sure i would do this for an entire town. Maybe a sub-division.
