Viewport not holding scale when unlocked

Using viewports in Paperspace to view portions of an xref in model space. The problem is when the scale is unlocked the viewport rescales the image when going into model space.
Any ideas on why this is happening?

Check your setting for UCSFOLLOW and the Help menu.
