I CAN'T SEE THE LIBRARY TEMPLATE, IT DOESN'T IN : DISK C/PROGRAM FILES / AUTODESK / RAC2013

Mine's in C:\ProgramData\Autodesk\RVT 2013\Templates

As a matter of fact all of it (Families / Family Templates / Project Templates) are under sub-folders of C:\ProgramData\Autodesk\RVT 2013\

Note "ProgramData" not "Program Files". Same goes for 2014, don't remember if 2012 and earlier had it here as well.

If you can't find it there, then your install is incomplete. See if you can install the "Content" from your download / DVD, or download the content installer from ADesk: http://usa.autodesk.com/adsk/servlet/index?siteID=123112&id=9262641
