I would like to have a text parameter that controls text labels on both my title sheet and my other sheets, similar to how Project Date and other parameters work in Project Information. I can create a Shared text parameter and add that to a project as a Project Information parameter. But I'm not sure how to get that into the title blocks and have them controlled by the Project Information parameter. Suggestions?

You need to add a new Project Parameter, using the same shared parameter, to your project. When a project parameter is assigned to Sheet Views it is an "instance", unique per sheet. When you assign the parameter to Project Information it is a "type", all sheets will show the same value. Is that what you are after?

I can add the Project Information parameter to the project, sure, but what I'm trying to get is that same parameter in both titleblock families (the cover sheet and the regular sheet).

Add the same Shared Parameter to both titleblock families. Once it is in each family and a project parameter in your project Revit will see them as the "same".
