This is our offices second project so maybe we didn't come across on the last one, but we are finding that changing the PHASE FILTER under 'Phasing' for a view is an element that is editable only via ownership. I am trying to work on aspects of the space that are part of the Demo Package going out soon. However, the other user is moving ahead on the C.D.'s. As I am navigating through setting up sheets and views and wanting to change the phase filter it keeps requiring me to get permission from my co-worker who apparently has control of this.
Is there anybody that can explain what is happening? Also, is there a way to change this so nobody can own the rights to phasing views, but everybody can change on their local model as needed?

If your working in the same view and try changing it....then yeah, its ownable. You should be creating a new view for each phase, not modifying an existing one that is being used in a different phase.
This is why I setup views in my template for existing, demo and construction ahead of time so people won't modify a view already in use.

OK, to answer your first question, make sure that the other user doesn't have an entire workset checked out, and that he/she is just borrowing elements as needed. Have him/her go to the Collaborate tab, open the Worksets dialog, and make sure that it says "No" under "Editable" for all the worksets. If it says "Yes" next to any of them, have him/her change it to "No" and then sync.
For your second question, the answer is no, not really. The Phase Filter parameter is a view-specific element, so it should be controllable on a per-view basis, so there should be no need to change it for one person, but not for another, unless you're trying to do something silly like have a single view be for both demo and new construction.

ok...now this is slowly coming back. On the last project we were changing the PHASE between Demo and New Construction and had set PHASE FILTER to Show All and as long as we were placing elements on the correct phase it was all good.
