title block not editable

We have our standard title block that is not behaving correctly, which makes me think something is not correct in this one particular file. Another titleblock (which behaves in all other files) that I imported has the same issues.

We are unable to change certain fields on the title block....for instance the "drawing name". Anything tied to project information seems to work fine...ie project number, project name, etc.

The titleblock also has a dashed line border around everything when selected.

Is there a setting in the file I'm missing?

Sounds to me like the person who created the titleblock used text instead of parameter labels. Can you upload the titleblock for us to have a look at?

The parameters you are trying to fill in are shared parameters defined by the creator of the title block.
You'll need to load them into the project in order for them to be accessible in the titleblock.
The dashed border is showing the invisible lines present in the TB family.

For some reason those shared parameters were missing from that particular file. I transferred them from another one of my projects, and it worked fine. The dashed lines threw me for a loop. It seems someone recently revised our titleblock family without me knowing, and I didn't catch it when looking at the family file.
