I would like to use an elevation target that is filled as opposed to the open (unfilled) elevation target that is provided. is there a way to change it out or add the filled elevation target head to the list of arrow heads.
my ultimate goal is to have the target symbol be at the actual location where the elevation is taken from when using the spot elevation.

You can edit the default spot elevation tag.
To find it, place a spot elevation, select it and in properties click "modify type".
Under graphics is a category called "symbol" and have a look what the symbol type is called here (it will probably be M_Elevation Annotation, or something similar).
Once you have noted the name, close the modify properties dialogue.
Then in your project browser, scroll down to "families" and under "annotation symbols" you will find the annotation symbol with the name you just noted.
Right click here, and "edit" and this will open the family editor for that family object. Now you can draw whatever you like in its place, make sure you "save as" under a different name.
