How did my level elevations get locked?

I was trying to change the floor level and ceiling height locations but I cant seem to. The level marks seem to be locked. As I try to unlock and relocate the level, some objects like walls and roofs get deleted.

How do I unlock the levels and safely move them to the location I need?
