How can I get the Scope Boxes list?

Do you mean the scope box properties, or a list of scope boxes in the project?
If you mean scope box properties, you click on the scope box.
If you mean a list of scope boxes in a project, I'm not sure you can get that.
The scope box button is on the View tab.

A list of scope boxes.
I am not sure if I can get it either but wanted to know if someone worked out a solution for it.
I have not, so far.
Scope boxes are such a powerful tool but they are so undeveloped.
Even the dropdown box listing is not ordered alphabetically. Why, Autodesk WHY?

If you look at the instance properties of a view, there will be line for Scope Box. A better question is can I control their order within the drop down list?

Only way to control the order in the drop down list is to add them in the order you want. There is no way to re-order them.

Yes. I know. Cannot really understand they have this feature so undeveloped....

You can manually make a list by capturing the screen while the spin menu is open. I use Jing for that. Capture a video while I open the spin menu, then capture the menu while playing back the video. Clumsy but effective. Another approach I've recently started looking at with good results is on screen OCR. I'm playing with this one at the moment: http://capture2text.sourceforge.net/#download
