Think of levels and grids as planes, not just a line in a view. When you create a grid, it is actually a vertical plane. It's length is the length of the line you first draw and it's height defaults to a little more than the highest level you have in your project. The grid line shows up in plan views only when the plan "cuts" through the vertical grid plane.

In your grid file, set up levels to match those in your other files. Then when you create your grids, it will make the vertical grid plane tall enough. When you link it into your other files, it will show up on every level that "cuts" through it.

(That's assuming you have your visibility and View Range settings in those plans set reasonably.)
