This is a first.
My elevation markers show up in my level 2 floor plan view but not in level 1. VG settings are set to show elevations
in both views. Crop regions, both model and annotation, are expanded.
As a result, my building is not showing up in North and West Elevation views. No matter how much I zoom out or expand the crop regions.

View are assigned to phases, are you using phases? If the view is assigned to a different phase than the elevation views then their annotation does not show up. Also an Elevation has a parameter called Hide at scales coarser than which prevents the annotation from showing up if your view's scale isn't the same or finer than the setting. Filters can be used to prevent elevations from showing up, so check to see if one is being applied to the view. It's also possible that someone has hidden them using Hide in View (via right click), so use Reveal Hidden Elements (little lightbulb on View Control Shortcut Bar) to see if they show up with that on.

Thanks Steve. I just came back here to post that I figured it out and it is what you say. My view was set to existing. The elevation markers are set to new construction. So I changed the phase to new construction so I could move the markers and then changed it back. Now everything is good.
