Is there any PDF2dwg tool that could extract the block inforamtion from PDF?

Probably not, because it's unlikely that this information is stored in the PDF.
Are you positive that the PDF file itself contains the data you want to extract?

In 2014, there is an option of exporting block information, however, I tried some pdf2dwg tools, it does not work well with block conversion.

But have you confirmed that your PDF does contain any block information?
Even if it does, I doubt any of the PDF2DWG tools out there would restore it.
The feature itself is confusing at best. The Export Options dialogs has settings for Block Information and Block Template File under the DWF data options section, as if to say this only applies to DWF(x) files.
But then the documentation says "Block Information - Specifies block property and attribute information in the DWF, DWFx, or PDF file"
Have you ever had it work with either DWF(x) or PDF?
