Running LT2014, I have a dwg with 51 layers, there are 16 layers that are turned off which are proprietary. I need to share this dwg with an architect outside our organization and wish to hide the proprietary layers.
Is there a way of doing this without having to delete all the proprietary labels? I suppose I could just cut and paste the layers that are On to a new dwg and not have the layers Off follow.
Also, how can I turn all layers on without having to click on each one?

You'll need to copy the visible entities to a new drawing, it'll be the only way to prevent them from accessing the other layers.
As for turning on all layers, either select all in the layer properties palette and toggle the icon, or just type LAYON (I think that's a viable command in LT, someone please correct me if I'm wrong, as my LT users are busy right now, so I can't check one of theirs).

That's what I did, new dwg. And yes, LAYON works in LT.
Thanks
