DWG file created via WBlock has different UCS

When I open the saved file the object is not in the same UCS as in original drawing. I made a WBlock of entire drawing, is there a step I missed.I have created a 3D drawing and I am trying to load on disk for presentation.I have ACAD 2000I and where i am going to display presentation we are running ACAD LT-2002. Will I encounter any problems with it other than the current problem.

When you wblock, the WCS in the block file is equivalent to the current UCS in the parent file.

Is that as clear as mud? Or less clear?

So, it looks the same in the block file but the current UCS is "World" no matter what UCS was current when creating the block file.
OR -
Create a solid, set an oblique view, set UCS to "View". Wblock. Open the new file. The solid will be shown in the same oblique view but the UCS will be "World", not the UCS that was set in the original file.
