IS THERE A WAY TO MAKE MY STRUCTURAL FLOOR EDITABLE BY OTHER DISCIPLINE BUT NOT CONFIRMED UNTILL MY PERMISSION IN ORDER TO SAVE EFFORT OF TRACING BACK THE LOCATION AND SIZE OF VOIDS AND SLAB EDGE SO HERE IS THE SEQUENCE :

1- I INITIALLY COPY THE ARCHITECTURAL FLOORS TO MINE AND CHANGE IT TO STRUCTURAL AND GIVE IT ITS THICKNESS.

2- ARCH SOME HOW COPY MONITOR MY FLOORS ( BUT TO BE EDITABLE FOR HIS VOIDS AND SLAB EDGE AND WAITS MY PERMISSION ).

HOPE I FIND A SOLUTION FOR THIS BIG ISSUE

I assume you have a structural model and an architectural model and are using worksharing?
Why wouldn't "ARCH" simply create their own local copy of the structural model and edit the floor slabs directly?
And then when they Sync up, everyone should be all set.

This only works if you can trust others such as ARCH to make small changes in your model.

You are sort of halfway there.
Architect copy/monitors your floors. If he makes changes you should ALSO see these when you link his model into yours.
Go to the collaborate tab, and hit "coordinaton review" and it should show you any differences between any of the elements that have been copy/monitored.
