View Reference Insert point

We are using some View Reference tags but have noticed the tags we use have an insert point well below the text. and depending on the view size the distance between text tag and the insert point increases in paper scale... did notice the distance is the same in actual model scale.

Question is there some way to relocate the insert point within the view reference tag? in the family there are two planes that you can not delete I was assuming these are the marking the insert point but they are centered on the text... so this can't be it...

Can you post the family for others to look at? I agree that if the text and bubble is centered on the reference planes, it should insert at the intersection of those planes.
