Can't snap to Toposurface points???

I am trying to set my survey point to one of the toposurface points and I can't seem to snap to it. Tab'ed through, nothing. Tried to draw a model line and wasn't able to snap to that either. I feel like I am missing something here. Anyone have an idea?

Try doing the reverse... edit the Topo > Select all the points > move the topo's points to the survey point by picking the topo point that you want to use as the reference point.
