How do I convert an Inventor Professional 2016 file into an earlier Inventor 2012 file?

You cannot. Inventor files do not save backwards. If you need to open the file in an earlier version of the software your only course of action is to save the file a neutral format and then import it into the earlier version. You will lose all feature history and if it is an assembly you will lose all constraints as well.
