Visibilty doesn't work in a group but other actions do

I have created two blocks. They are on different layers but are superimposed one on to top o fthe other. I want to keep them together. One has Visibility and Rotation set the other just has Rotation. I created a Group out of these two blocks so they stay together when moved. They are each visible in their own layer when viewed in two different Layouts. I can use the Rotation action in both Layouts. But the pull down menu for visibility does not work. I can see the icon for the Visibilty menu but it disappears when I try to click on it.
Any ideas as to why this doesn't work?

If you want to upload the block I'd be happy to take a look at it.
I cant tell what it could be from the description alone.
