Unable to initiate Raster menu

I get this message when trying any commands in the Raster Design Image pull-down.

"C:\Program Files\Raster Design 2005\AeciUi41.arx cannot find a procedure that
it needs.
Unknown command "IHELP". Press F1 for help."

I've tried repairing to no avail and then reinstalled, no good either.

Any suggestions would be appreciated.
