Offsetting bearing footings?

What's the easiest way to offset a bearing foundation footing. I need a 5'-0" wide footing with a 4'-0" heel.

Bearing footing has eccentricity parameter available in properties, or by changing structural usage from bearing to retaining in type properties, toe and heel length parameters will show.
