spot elevations

I have an overall floor plan and a detail plan at a larger scale placed on a detail sheet. I can place a spot elevation anywhere on the overall plan. However, when I try to place a spot elevation in the enlarged plan, it will only allow me to select edges, not the middle of a room where I want the elevation. I know about the "select objects by face" toggle but it has no effect on placing the spot. There is some setting somewhere that is different between the views.

Any ideas on what could control this?

Might the enlarged plan be set to display as wireframe?
